Licences and Approvals When Buying or Selling an Education Business
Under ECDA's Code of Practice, a childcare licence cannot be transferred without the Chief Licensing Officer's written approval. The licensee applies at least 3 months ahead with at least 7 months left on a 12-month licence, while a share sale that only changes directors needs at least 1 month's written notice.
Most delays in education business sales come from approvals rather than price. These guides set out who regulates each type of education business, what each licence or registration requires when ownership changes, and the premises approvals (HDB and URA) that sit on the critical path.
Each guide cites the primary source, such as ECDA's Code of Practice for Operators, so you can check the rule yourself.
